Best Chief Minister in India, 5th April, 2021: Since last four months Uttar Pradesh Chief Minister Yogi Adiyanath has been rated as Best Chief Minister in India by several agencies. This month too he is has been rated as Best Chief Minister in India.
Ormax released their poll for the Best CM of India for this month. The poll has rated CM Yogi Adityanath as Best CM and Gujarat CM and CM of Goa as 2nd Best Chief Minister's among the Indian states.
Shivraj Singh Chouhan has been pushed to 3rd from 2nd spot while Odisha CM has made a big leap. He shares 3rd position with MP CM.
**Note Ratings of Chief Ministers from the States of Assam, Bengal, Tamil Nadu and Kerala has been not included for this month**
Here is the complete analysis from the Ormax best CM monthly report:
1. Yogi Adityanath, 61%, down 1%, Chief Minister of Uttar Pradesh
Chief Minister Yogi Adityanath has been able to retain the Best Chief Minister in India for the 5th consecutive month. However, for this month his rating saw a 1% decline as compared to last month's rating which was at 62%.
Uttar Pradesh Chief Minister Yogi Adityanath orders to take strict action against hospitals refusing to take COVID patients.
Chief minister Yogi Adityanath has directed the officials to expedite the work on the ambitious Delhi-Ghaziabad-Meerut Regional Rapid Transit System (RRTS) corridor to ensure its completion by 2023.
2. Vijay Rupani: 55% , up 5%,
Gujarat's Chief Minister sees an unexpected rise in his popularity for the month of March 2021. From 6th position last month, he makes his entry as 2nd Best Chief Minister among the CM's of Indian states.

Vijay Rupani Government in Gujarat introduced a new Solar policy. Under the new policy, the state government has scrapped the condition that the installed capacity of a solar project needs to be 50% of the sanction load or contract demand.
2. Pramod Sawant, Rating 55%, Gained 3%
Goa Chief Minister makes his entry in the list of Top 10 Chief Ministers in India in January when he was ranked 7th along with Telangana and Karnataka Chief Ministers. Last month he made a further leap and is now ranked as the 4th Best Chief Minister in India.
For the month of February, Pramod Sawant has been rated as 2nd Best Chief Minister in India along with Vijay Rupani.

3. Shivraj Chouhan, 54%, down 6%
Shivraj Singh Chouhan who was shared the No 1 spot with UP CM as Best CM in India in January lost his top spot despite gain in his popularity rating last month. He was in No. 2 spot. This month he lost 6% in his popularity rating and is now at 3rd position.

A tragic bus accident took place in Madhya Pradesh. Death toll have reached 51 as of now. Chief Minister Shivraj Singh Chouhan on Wednesday night suspended the Regional Transport Officer (RTO) of Sidhi district and three officials of the MP Road Development Corporation. The accident took place on Tuesday near Patna village, 80 km from the Sidhi district headquarters, when a bus carrring 62 passengers fell into a canal.
MP CM Shivraj Singh said that the marriage age of girls sould be increased to 21 years. He said that girs are not burden and also talked about banning porn while addressing a meet at Minto hall in Bhopal.
3.Naveen Patnaik, 54%, up 3%
Odisha CM Naveen Patnaik after being pushed to 5th last month makes his entry in 3rd position for this month. He gained 3% in his popularity rating.
CM Naveen Patnaik launched SAMALEI Yojana for the development of Sambalpur’s Maa Samaleswari Peeth. Rs 200 crore has been sanctioned for this year. The programme includes beautification of the temple, economic development of the local people, and modern facilities for tourists and devotees.
Naveen Patnaik, 5-time Chief Minister of Odisha has an asset worth Rs 64.98 crores.
4. Y S Jagan Reddy, 50%, down 5%,
Andhra Pradesh CM YS Jagan lost a total 1% in his rating this month. He has slipped from 3rd position to 4th this month.
YS Jagan Mohan Reddy's YSRCP won 73 of 75 Municipalities in Andhra Pradesh.
Jagan Reddy announced relief to victims of Cyclone Nivar. The Supreme Court dismissed pleas against the Andhra CM after his complaints against a sitting HC judge.
5.Uddhav Thackeray, 49%, down 1%
Uddhav Thackeray was ranked 6th in last month's survey report but this month he gained his ranking and has moved to 5th spot. However, he lost 1% in his popularity.

As the Aurangabad Corporation election approaches, Maharashtra CM Uddhav Thackeray urged the Centre to issue a notification of renaming the Aurangabad airport. In March 2020, Maharashtra cabinet had decided to rename the Aurangabad Airport after Sambhaji Maharaj.
6.Nitish Kumar, 47%, up 4%
Bihar Chief Minister Nitisk Kumar who was continuously losing his popularity made a huge leap this month. From 12th position last month he is at 6th position this month. He gained 4% in his popularity rating.
6. Arvind Kejriwal, 47%, down 2%
Delhi Chief Minister Arvind Kejriwal furthur lost approval rating this month but gained one spot. He was tied at number 3 along with Gujarat CM Vijay Rupani in February but last month he is was at 7th position with 49% approval rating.
This month he is at 6th position with 47% approval rating.
Arvind Kejriwal continued to struggle against 3rd wave of COVID in Delhi and the situation is slowly improving without the need for a lockdown. The spat between Kejriwal and Amarinder Singh continued with Kejriwal accusing the Punjab CM of being under pressure from ED.
7. Ashok Gehlot, 46%, up 4%, big decrease in rank
Rajasthan Chief Minister had gained 4% approval rating but lost his ranking massively last month. From 9th in February he was at13th position in March. This month he makes in Top 10 CMs list once again.
He is at 7th position this month with 46% approval rating.
The party managed to scrape through in the recent Municipal elections. The elections led to numerous politicians having been detected to have COVID leading to the death of two MLAs
8. Jai ram Thakur, 45% down 3%
The Chief Minister of Himachal Pradesh made his new entry into Best Chief Minister of India list in the month of January and last month he had was ranked at 8th spot.
This month he has maintained his rank but lost his rating by 3%.
9. BS Yeddyurappa: 43% up 3%
Karnataka CM BS Yedyurappa after constantly loosing both rank and rating made a 3% gain in rating and moved from 14th spot last month to 9th spot this month.
The CM had a good month post the by polls victory apart from the Ex CM Siddaramaiah attacked him for botching up the state's economy.
9. Bhupesh Baghel: 43%, down 1%
Bhupesh Baghel gained massively in January and February. However, last month his rating and ranking both saw a massive decline.
From 4th position he was ranked at 12th position and from 51% rating he lost 7%. This month though he lost 1% in rating he has made into list of Top 10 CM's in India.

10. K Chandrasekhar Rao, 40% down 5%
Telangana CM has been able to maintain his No 10 position but his popularity saw a decline of 5% this month.
11. Hemant Soren, 39%, down 3%
Jharkhan CM Hemant Soren has been in news recently due to a rape charges on him. He shared 9th position with Rajasthan CM in the month of February and last month he shared 13th position with Rajasthan CM. This month he lost 3% in his popularity rating but gained in ranking.
He is ranked at 11th position.
12. ML Khattar: 34%, down 5%
Haryana CM made a big leap in his position in February month by gaining 4% approval rating. He was rated as 8th Best CM in India. Last month he was in 15th position with 39% approval rating. This month he is 12th spot with just 34% approval rating.
The active Congress party campaign against BJP and Mr. Khattar and it does seem to be hurting him. In the meanwhile the latest CMIE survey reported 27% unemployment in Haryana (highest in the country). In response, the Haryana Government announced reservations for locals in private sector jobs.
An Independent MLA has withdrawn support to the Khattar Government to protest against the handling of Farmer's protests.
13.Captain Amarinder Singh: 19% down 2%
Punjab Chief Minister Amrinder Singh is the most unpoular in the list of Best Chief Minister in India. This month he lost 2% in approval rating.
Amrinder Singh government has allowed farmer's sell their produce outside the APMC thereby notifying the farm laws despite his state farmers being engaged in protest against the bill. He has lost a lot in approval rating.

Here are the details about performance of the Chief Minister who will be facing election this year.
1. West Bengal: Mamata Banerjee has steadied but as our polls show, Mamata is in serious trouble. Mamata has launched a new scheme to ensure all Govt schemes reach voters. A similar program was a success in Odisha
2. Tamil Nadu: The last two months have been quite volatile with EPS showing huge improvement in September and then falling big in October and November. Stalin appears to believe that continuous tagging with the BJP will produce good results for the DMK. AIADMK overall is showing improvement but the current ratings are not enough
3. Kerala: In our recent survey, we saw the LDF coming back to power in Kerala narrowly. However, the continued Corona crisis has massively hurt CM Pinarayi Vijayan's ratings. If he does not stem the rot, LDF will head for defeat next year. The good news is inspite of the Gold smuggling investigation picking momentum, the CM hasn't lost ratings any further. While the scores at 41 are low, steady ratings is a good place to be in at the moment
4. Assam: As Opposition activity picks up, Sonowal has made some gains. Our latest poll shows, BJP just ahead.
Due to ongoing assembly election, CM's from the states of Assam, Bengal, Kerala and Tamil Nadu are not included in rating. Following is the survey result from last month
Mamata Banerjee, 55%, up 7%
Mamata Banerjee is witnessing a huge electoral challenge in her state. BJP is posing a serious threat to her re-election. But in the Best Chief Minister in India survey for this month, Mamata Banerjee made a massive gain of 7% in her rating. She was at 6th position in last survey but in this month's survey she is tied at 3rd position.
Her approval rating is at 6-month high.
Sarbananda Sonowal, 48%, No Change
Sarbananda Sonowal who is facing his re-election saw a further decline in his ranking but there has been no change in rating this month. From last month's 6th position he is now at 7th position.
After being quite active in November and showing an improvement in the COVID situation in Assam, the CM sees an improvement in ratings.
Pinarayi Vijayan: 47% down 3%
Kerala CM Pinjarayi Vijayan is rapidly seeing decline in his popularity. He is facing his re-election on 6th April. Last month he was rated as 5th Best Chief Minister but this month he occupies 9th spot with 47% approval rating, down 3%.
E Palaniswamy: 37%, No Change
Tamil Nadu CM E Paliniswamy has gained both rank and approval rating last month. He gained 11% in last month's survey and improved his positon from 16th to 10th position. But this month he is at 16th position with similar rating as of last month.
There is news that BJP may split the AIADMK a few months before the election and directly contest against the DMK. Looks like an unlikely scenario but here is the article. The fall in EPS scores is a surprise with no major issues having come up recently. However, the opposition has repeatedly attacked the CM for his complex relationship with the BJP. The Good news is that the latest polls show AIADMK defending its seats better than 2 months ago.
