Thousands of protesters took to street on Tuesday against the Citizenship Amendment Bill. 11-hour bandh was called by North East Students’ Organisation (NESO).
The bandh began at 5AM on Tuesday and will continue till 4PM. In Assam most of the shops, markets and other complexes were closed and only fewer vehicles were seen plying on the roads. Security has been beefed up in Assam, Arunachal, Meghalaya , Mizoram and Tripura.
In Manipur, the bandh was called off after Home Minister Amit Shah declared of bringing Manipur under Inner Line Permit (ILP) regime. In Manipur the agitation was headed by Manipur People Against CAB (MANPAC).
The Citizenship Amendment Bill, 2019 seeks to grant Indian citizenship to non-Muslim refugees from Pakistan, Bangladesh and Afghanistan who fled these countries owing to the religious persecution. However, for northeast, government had already added an exception in the bill.
Parties and organisations such as the Congress, AIUDF, All Assam Students Union, Krishak Mukti Sangram Samiti, All Arunachal Pradesh Students' Union, Khasi Students Union and the Naga Students Federation are backing the NESO to observe the bandh.
On Monday, after hours of intense debate, the Lok Sabha passed the Citizenship Amendment Bill. 311 Members of Lok Sabha voted in favour of the bill while 80 members voted against the bill. After Lok Sabha, the bill is set to be introduced in Rajya Sabha on Wednesday. It must be noted that BJP nor its alliance NDA has majority in Rajya Sabha. However, it is believed that the parties like AIADMK, BJD and YSRCP may back the bill in Rajya Sabha. With their support, Citizenship Amendment Bill, 2019 may become reality.
The Citizenship Amendment Bill if passed is set to go Supreme Court on the grounds of violation of Constitution. It will then depend upon the court to either scrap the bill or let the bill become reality.
