On Monday Shiv Sena, the new ally of Congress voted in favour of Citizenship Amendment Bill in the parliament. On being question about its stand, Shiv Sena MP, Arvind Sawant on Tuesday said, "We supported the bill in the interest of the nation. The CMP (common minimum programme) is applicable in Maharashtra only,"
However, in the evening, Maharashtra Chief Minister and Shiv Sena Chief Uddhav Thackrey flip flopped on its stand for Citizenship Amendment Bill. Speaking to media, Sena Chief said that his party won’t support the controversial bill in Rajya Sabha unless its questions are answered that its MPs asked in Lok Sabha.
If media reports are to be believed, Shiv Sena seemed to have bowed under the pressure of Congress. Congress leadership was deeply upset with Shiv Sena's support to CAB in Lok Sabha yesterday, Party has clearly sent message to Shiv Sena that if they do this, 4-5 Ministries to Congress won't matter.
It must be noted, for Shiv Sena to remain in power in Maharashtra it need support of Congress. The fear of losing Chief Minister’s chair in Maharashtra might have led to a flip-flop of Shiv Sena within 24 hours with respect to Citizenship Amendment bill.
On Wednesday, the bill will be introduced in Rajya Sabha. In Lok Sabha, since BJP had adequate numbers, the bill saw a smooth sail in lower house. However, in upper house, neither BJP nor its alliance NDA has required numbers. Banking is banking on those parties who neither part of NDA nor UPA. The party leadership is confident of passage of Bill in Rajya Sabha. At present, the effective strength of the Rajya Sabha is 238. The NDA’s current strength is 105 in the House, including 83 members of the BJP, 6 from Nitish Kumar’s JD(U), 3 of Shiromani Akali Dal (SAD), one each from LJP and RPI(A) and 11 nominated MPs. BJP needs 120 members of Upper House to support the bill. BJP is in talks with AIADMK which has 11 members, Naveen Patnaik’s BJD which has 7 and YSRCP and TDP which has 2 members each.
Tamil Nadu's ruling AIADMK has supported the bill in Lok Sabha. BJD is also expected to support the bill in Rajya Sabha.
